think that on the whole this course is
likely to be more advantageous than that
of appointing a Cadet officer.
7. As regards paragraph 6 (a) I
am of opinion that it is not desirable
that a Passed Cadet should be appointed to
act as Private Secretary to the Governor
or Acting Governor, having regard to the
nature of the correspondence which
would pass through his hands.
A junior
member of the Service ought not, in the
interests of discipline, to be placed in
a position in which he will see papers
dealing with and possibly criticizing
adversely the actions of officers under
whom he may have to serve when he ceases
to act as Private Secretary.
As regards the proposal that
the Chief Clerkship in the Colonial
Secretary's Office should be made a 3rd class

Cadet post, I would invite reference to
Sir M. Nathan's despatch No. 406 of the
18th of November 1904. The reasons given
in that despatch appear to me to be con-
clusive against the adoption of the
suggestion.
I see no objection to the proposal
that on the occurrence of a vacancy the
Assessorship of Rates should become a 3rd
Class Cadet post and be called Assistant
T
Treasureship.
B. In view of what I have said above,
it does not seem clear that any additional
Cadets will be required beyond the two for
whom you have already asked. I propose,
therefore, not to request the Civil
Service Commissioners to select any
Comandering further candidates unless, after reading
this despatch, you are of opinion that more
